dc.description.abstractThis report investigates the evolving protocols surrounding shore leave for seafarers—a critical component of maritime labor rights and seafarer welfare. With a focus on international regulations such as the MLC 2006, SOLAS, and IMO standards, it explores both standard procedures and the impacts of COVID-19 on crew movements. Through case studies from key ports, this report identifies challenges and proposes actionable recommendations for improved shore leave governance and crew welfare. The findings emphasize the need for regulatory uniformity, technological adoption, and mental health support for seafarers globally.
